Not sure about starting levels. I am leaning towards first simply because it allows me to monitor the characters better and make sure they do not have feats or skills that do not mesh with the campaign. i am hoping to start mid march depending on feedback

magic, would rather a single spell not be able to take down a entire ship, with out have the ship have to be enchanted itself

The idea would be that you're trying to advance your faction in the city. There would also be NPCs with factions. A session would probably focus on one or two players at a time. There would be some need for people to ignore details (or at least not use that knowledge) to avoid having to pass notes all night.
I think characters would be probably 4th or 5th level. Any interest?
